Well, here's a brief tutorial, atleast how I'd do it: (the keyboard
shortcuts are from the Windows version, if you have a Mac, fiddle with
the menus)
1) Draw an empty circle on the canvas (pencil tool w/ the oval modifier)
2) Use the arrow tool to select the circle and press F8 (Create Symbol)
and enter a
name for the symbol, eg. CircleButton. Set the symbol behaviour to
Button.
3) Press Ctrl-L to open the current library window. Select CircleButton
and from the pop-up window choose Edit.
4) Now you should see CircleButton in the edit window. In the timeline
there should be 4 frames - Up, Down, Over and Hit. Add keyframes to
each of those and modify your button the way it should look like in
every place.
5) After editing, press Ctrl-E to return to the movie edit, drag an
instance of the CircleButton to the canvas and test your movie!
