For a public resource, try http://flashkit.com. There's tons of audio loops,
soundbites, and movie samples.
As for audio applications, you should state what platform you're running.
I'm on MacOS and use the following:
SoundEdit16 (macromedia)
Virtual Drummer 4.03 (freeware)
