I would do it in flash if you can... any overhead to minimize is a plus. If
you want you can do it in freehand and port it as swf and you should be
fine there as well.
File sizes increase as you add any content that isn't a instance of itself.
For example if I create one ball and I place it on the screen and give each
ball a diff. instance and differant values I would say no size diff. of
major significance.
