You can't target the scene so just label the first frame that begins
scene 2. Then target the labeled frame.
So your syntax would look something like this if you labeled the frame
begintwo.
Go to and Stop (_level1/begintwo)
When you publish a multi scene movie it spreads out into one long
timeline. Therefore, frame 1 of scene 2 is no longer frame 1 but a
number that is one larger than the number of frames in scene 1. (hope
that didn't confuse things, more)
