I'd suggest 3d studio max or Adobe Dimensions... Dimensions can export
postscript format (which is importable into Flash as vectors). 3d studio
max would probably need some kind of plug-in to export in vector format.
Dimensions is a little limited, but it's cheap. 3d studio max is really
expensive, but it makes dimensions look like a toy.
