As JD said, the Flash 5 program is extensible in various ways... most of
which are through actual Flash files themselves, or even just with custom
HTML templates. Things like Smart Clips add functionality and "extend" the
program, but don't tap into any special APIs. The closest thing we have to
this is building Smart Clips that use a custom UI, as detailed in the Flash
5 manual.

So, feel free to check this stuff out, and I do hope you can contribute
extensions anyway - you definitely don't need to use C++ to do this.
