So you're talking about 2 or 3 windows? The second window already has
music on it. OK what type ? inside Flash or is it an embeded midi or wav
or mov or whatever?

Well yes. So the button is in Flash right ? You're using FSCommand to
open the window right ? then if the music is in Flash have two entry
points into the movie one activates the music the other doesn't. if the
music is not in Flash have it start with a javascript function that
accepts an argument of type play = false/true and and is called in
onload that way you can open the window with or withouot music.
