Think of it as a piece of taffy Sean, the more you pull the wider the end
gets. As in the scene as it gets closer to the edge of any side, it gets
slower by means of stretching out the background scene. Make the images at
the edges longer, more drawn out than the rest of the movie. It will give
the illusion of slowing down. It should give you a more three dimensional
look to it as well, almost a wide lens appeal. You can layer animations on
top of it, moving at slower rates at these positions(make them longer in
their own timeline), it will add in the effect.

For example you have a panoramic view of a scene, the scene is of a nice
outdoors location. The dessert for instance. In the foreground there are
lots of animals moving around, in the middle of the movie, they move
faster. A rabbit darts to and fro and scoots into his burrow. In the outer
most edge of the movie, a turtle walks by, and as usual he moves very
s-l-o-w-l-y.
The movie at this point, the background in particular is drawn out,
stretched. The mountains look wider, the cactus in the far background is
wider and they get wider as the movie gets closer to the edge.
