In the button layer, insert a keyframe where you want to disable the
button. Double-click the button. In Instance Properties, select the
definition tab and select Graphic for behavior. This makes the button act
like a graphic from that frame forward. Add another keyframe and redefine
the instance behavior to Button when you want it to revert to button function.
