Hmm, my impression was that the DOD doesn't know the difference between an
Active x control and a Netscape plug-in;-) (the more generous reading of
this fear is that simply turning off active x in MSIE does not really ensure
that it will never run). But I may not be the best one to ask as I don't
even know any surefire way to securely disable active x (that would prevent
a user from re-enabling it-) on Win9.x with MSIE. If they are using NT you
can lock down the config with Active X off, but it would seem to me that if
you know how to do that, you might as well lock down the config to signed
active x controls (installed after testing by the SysAdmin), prevent the
user from installing any new ones, and disable scripting active x options
rather than completely cripple a major function of an internet browser.
Otherwise, MSIE is so completely integrated into Win9.x, deleting
iexplore.exe and running Netscape is the next best option. As mentioned NS
runs fine off of a read only server volume, meaning that sys admins can
config it and prevent clients from changing that config. Generally, it is
easier to lock down a server volume than the config of a client station.
What good (as in scientific, based on fact, etc.) reason for not using
Netscape if your afraid of Active X I'm not sure of...?

For running MSIE 5 with Flash but without Active X? Yep. But it ain't cheap
and it ships with a hockey puck for a mouse;-)...
