Well probably your trying the same as described below.

!! Drag and Drop and Cut/Copy/Paste is disabled when it doesn't "make
sense", for example trying to cut an "If" action but not its matching "End
If".

above is a quote from the flash 4 beta documentation, when I read your
message I remembered this sentence :)
