Jeff,
I would recommend first taking the original audio down to 11hz or even 8hz
if it can stand it. You can still get very good audio levels with the MPEG
3 codec. Also make sure an Normalize the audio before you send it to Flash,
this will help balance out the sounds and prevent some from breaking up at a
lower compression rate. We use Sonic Foundry's Sound Forge here and there
are lots of little ways to make audio sound better at a lower bit rate.
