Yes, to my understanding all features available in the SWF 4.0 format, and
supported by the Macromedia Flash 4 Players, are described in these
documents. I don't quite have the time to download them now to cite you
page numbers for various features, but please do feel free to download them
and browse through them yourself:

Later: Aw, shucks, I downloaded the 5M ZIP, uncompressed it, and shuffled
through it to be sure, and yup, the "Actions.htm" page is a 300K+ HTML file
that describes both the SWF3 and SWF4 event system.
Summary: Yes! Go grab a copy, have fun! 8)
