No, Bitmap type graphics should be sized and cropped to exact size
before bringing into Flash. The advantage of Vector Graphics is their
inherent scalability.

Edit Multiple Frames (Has 3 Red Boxes)
Then Onion All in Modify Onion Markers (to it's right)
Then Select All.
You are then able to resize all objects in visible and unlocked layers.
