Without stating the obvious, have you tried local newspaper, magazine and
radio sites? They'll be less used to selling space on their sites (which can
be good - more flexible, more willing to try rich media perhaps, and bad -
as they may never have done it before and it could turn into a real
administrative hassle) but should have a fairly qualified local audience.
I've been through the same process trying to find someone who can target by
postcode, and haven't been able to find anyone so far (in this day and age,
really! - even AOL, who know the names and addresses of their customers were
unable to help).
So much for the dream of the 1to1 future...

I have been asked to put together a campaign to be run exclusively to
Internet users in three or four towns in the South East of England.
Even if it were possible for media owners to target that finely, it
makes the numbers quite small.
I have thought about approaching ISPs but not sure if they can target
ads to locality.
Can anyone offer any suggestions.
