Points to consider

if this is a closed intranet ( users have no desktop access to internet)
you could consider banners and advertorial pages, which will provide
information and a telephone number for the user to contact the advertiser.

As your user base is small and very local ( but also AB and C1) you may
find targeting local business i.e.

restaurants, theater, gyms, luxury car showrooms etc.

is easier than your more obvious internet advertisers.

You could then model your advertising to traditional models rather than CPM

Your rates would then depend upon the time the advert would run for - 1
month - 6 months rather than impressions

Rather than run this as an intranet you might find it easier to offer it as
an extranet. but if the business park has a closed network system do not
think of it as a intranet but more a community site. there is a lot of
information on community sites.
