Try just _not_using_ heavy graphics?

Broadband connection speeds mean that a users expectation of performance
ramps up considerably, so they require everything, faster, harder,
louder and smoother. It does not mean that they are prepared to wait for
broad content just as long as they did when they used 33.6kbps
connections to download anigifs.

Producing one optimised version of a site will also reduce overheads -
less work, less server space, less complication.

Or why not give people the choice whether they want broad or narrow -
demographics on connection speed when aggregated to a whole country will
leave a lot of users out of the picture - offering a coice allows you to
hit your target with pinpoint accuracy, and even allows you to collect
your own statistics of user preferences ;-)
